The City of Ferndale City Council will hold a public hearing to consider the proposed zoning text amendment/ rezone described below. Pursuant to Section 14.15.050 of the Ferndale Municipal Code the following notice is provided to inform the community of the pending hearing.
The City Council meeting will be held beginning at 6:00 p.m. on Monday, December 7, 2015 in the Council Chambers at the Ferndale City Hall Annex located at 5694 Second Avenue in Ferndale. Any interested party is invited to attend the public hearing and offer testimony, or submit comments in writing to the City Council. PROJECT DESCRIPTION: The City of Ferndale proposes rezoning those properties currently zoned “Gateway Development” to “Mixed Use Commercial” at and around the Main Street/ Interstate Five interchange (Exit 262). As proposed, the rezone would expand the number of uses permitted in the area while requiring compliance with the City’s design standards. The properties are within the Main Street Master Plan area and are associated with the Ferndale Planned Action ordinance. A public hearing has been scheduled for December 7, 2015.

Application for Coverage Under the General Permit for Biosolids Management
Notice is hereby given that The City of Ferndale Wastewater Treatment Plant has submitted an application to the Department of Ecology to obtain coverage under the General Permit for Biosolids Management. A copy of the general permit can be found at: http://www.ecy.wa.gov/programs/swfa/biosolids/pdf/BiosolidsManagement.pdf
The City of Ferndale has reviewed documentation previously submitted in accordance with the State Environmental Policy Act (SEPA) and has determined that for the purposes of this proposal, SEPA requirements have been satisfied.
The City of Ferndale Wastewater Treatment Plant applies biosolids as a soil amendment. The land application site is located at 5400 Block of Imhoff Road, Ferndale, WA. Our permit application includes Site Specific Land Application Plans that address the management of our biosolids at these sites.
The City of Ferndale contracts with a permitted beneficial use facility for management of a portion of our biosolids. The beneficial use facility who receives our biosolids has submitted all required plans and has separately conducted public notice.
Any person who wants to comment on this proposal or to request a public hearing or meeting must do so, in writing. Comments or requests must be submitted to Bill Angel, Whatcom County Health Department by December 31, 2015.
If you wish to be included on an Interested Parties List to receive notification of activities relating to this project, please notify, in writing, Mike Olinger. The City of Ferndale will provide written confirmation by certified mail, return receipt requested, to each interested person or organization that their name has been placed on the list.

NOTICE OF APPLICATION AND INTENT TO ISSUE
DETERMINATION OF NON-SIGNIFICANCE
The City of Ferndale has received application(s) from the applicant referenced below for a proposed amendment to the Ferndale Municipal Code within the city limits. The City has received and reviewed a SEPA checklist for probable adverse environmental impacts associated with the proposed project and expects to issue a Determination of Non-Significance (DNS) for this project.
Pursuant to Title14 of the Ferndale Municipal Code the following notice is provided to inform the community of the city’s receipt of the development applications. This Notice of Application initiates the review process, which will include a public hearing. Notice of the public hearing will be issued separately.
