PHILLIPS 66 FERNDALE REFINERY
WASTEWATER PERMIT MODIFICATION

The Dept. of Ecology invites you comment on proposed modifications to the National Pollutant Discharge Elimination System wastewater permit for the Phillips 66 Ferndale refinery. The comment period runs July 6 – August 8, 2016. We will accept comments only on the changes made to the permit, not the entire permit.

Proposed changes to the permit include an update of design criteria for the maximum flow of wastewater through the oil/water separators, addition of stormwater benchmarks, prohibitions and monitoring requirements for two new outfalls, and correcting typos.

You may request a public hearing to ask questions and submit verbal comments. To request a hearing, contact Angie Fritz, Industrial Section, P.O. If we determine there is significant public interest during this comment period to hold a hearing, we will extend the comment period to allow at least 30 days notice of the hearing and publish the time, date and location. When the comment period ends, we will review all comments received and make appropriate changes to the permit before issuing it.

Located at 3901 Unick Road in Ferndale, WA, the refinery separates crude oil for further processing and blending into a variety of petroleum products. It treats process wastewater in a wastewater plant and discharges it through Outfall 001 to the Strait of Georgia. Outfall 002 discharges stormwater to an unnamed tributary and ultimately Lummi Bay. Outfalls 003, 004 and 005 discharge stormwater to an unnamed tributary and ultimately the Strait of Georgia. The two new outfalls, 006 and 007, discharge stormwater through a wooded area, feeding onsite wetlands before leaving the refinery property at the Slater Road ditch.
